S Tier Characters

Let’s take a look at all of the characters in this tier:

Aemeath

blog-image-WutheringWaves_Article_TierList_EN02

Aemeath is one of the most powerful Fusion DPS characters in version 3.4, and her dual combat system is the reason why. She switches between her humanoid form and her Mech, each serving a different purpose in a fight. Her Tune Rupture mode focuses on intense single-target damage, while her Fusion Burst mode opens up strong area-of-effect attacks that hit multiple enemies at once.

Her rotations are demanding and require practice, but players who master her timing will see some of the highest damage numbers in the game. She thrives best in teams built around Tune Rupture mechanics.

The Shorekeeper

blog-image-WutheringWaves_Article_TierList_EN03

Shorekeeper is the gold standard for support characters in Wuthering Waves and still dominates in version 3.4 despite being an older release. Her Resonance Liberation creates a field on the battlefield that continuously heals allies and grants powerful Crit Rate and Crit Damage buffs to anyone inside it.

Two Intro Skills need to be used within the field to upgrade it to its full strength, so rotations need to account for this. She fits into almost every team composition in the game and requires no particular element to function. Players who want a support that never goes out of date should build her first.

Luuk

blog-image-WutheringWaves_Article_TierList_EN04

Luuk Herssen is a high-skill Spectro DPS who fights primarily in the air using Gauntlets. His gameplay centers on cycling through three enhanced Resonance Skill forms while building a resource called Ichor Flow through his attacks, dodge counters, and Intro Skills. Once that meter is full, he enters the Aureate Judge state, which dramatically boosts the damage multiplier on his Resonance Skill.

He rewards players who enjoy sequencing and precise execution over button mashing. His damage ceiling is among the highest in the roster, though reaching it consistently requires investment and practice. His signature weapon makes a significant difference in his overall performance.

Cartethiya

blog-image-WutheringWaves_Article_TierList_EN05

Cartethiya is one of the most complete DPS packages in the current meta, bringing both raw damage and self-sustained Aero Erosion application to every fight. As a Sword-wielding Aero character, she chains together combo-heavy sequences that pile on Aero DMG and Basic Attack DMG simultaneously. What sets her apart from other DPS options is that she applies Aero Erosion on her own, meaning she does not rely on a specific support to unlock her full damage potential. This gives players much more freedom when building her team. Her two combat forms add visual variety and mechanical depth that keep her rotation engaging.

Mornye

blog-image-WutheringWaves_Article_TierList_EN06

Mornye is a Fusion Broadblade healer and support unit built around the Tune Break system. She switches between Baseline Mode and Wide Area Observation Mode by building and spending Rest Mass Energy and Relative Momentum. In combat, she provides the team with an increased Off-Tune Buildup Rate, interruption resistance, and team-wide DEF buffs, all while keeping allies healthy through her healing tools.

She forms the core of the Tune Break buffing duo alongside Lynae, and together they are considered the best dual-support pairing in the game for any Resonance Liberation-focused main DPS. She needs 260% Energy Regeneration to function properly at her best.

A Tier Characters

Let’s take a look at all of the characters in this tier:

Lynae

blog-image-WutheringWaves_Article_TierList_EN07

Lynae is the best sub-DPS and Liberation buffer in version 3.4, and her synergy with Aemeath in particular makes her one of the most pulled characters of the 3.x era. Her kit provides All-Type DMG bonus and Liberation DMG amplification through her Outro Skill, and she deals meaningful personal damage during her own rotation while keeping the Concerto Energy flowing for the rest of the team.

Her Kaleidoscopic Parade mode builds a resource called Lumiflow, and her Intro Skill cannot be skipped because it provides a crucial burst of Overflow. Players should always lead with her Intro Skill at the start of every rotation cycle.

Carlotta

blog-image-WutheringWaves_Article_TierList_EN08

Carlotta is a high-burst Glacio DPS who uses Pistols that transform into a shotgun-style weapon during her most powerful attacks. Her gameplay loop revolves around building Moldable Crystals through her Basic Attacks and abilities, charging her Forte Gauge and then spending it on heavy-hitting moves like Imminent Oblivion and Containment Tactics. Her Resonance Liberation puts her into the Twilight Tango state, which delivers a flurry of damage while applying a defense-ignoring debuff to enemies.

She pairs extremely well with Zhezhi, who boosts her Glacio and Skill DMG, and Shorekeeper, who gives her the Crit stats she needs to reach her damage potential.

Hiyuki

blog-image-WutheringWaves_Article_TierList_EN09

Hiyuki is the first DPS character in the game built around the Glacio Chafe mechanic, and she handles both applying and consuming it within her own kit. She uses a Sword and works through a two-form system where her Present Self mode builds Dedication through basic combat actions. When Dedication reaches its cap, she shifts into her stronger form and unleashes her most powerful attacks.

Hiyuki’s damage multipliers compete at the top level of the current meta, and she also brings AoE coverage alongside grouping abilities for multi-wave content. Her ideal team pairs her with Lynae as her main buffer and Chisa as her Glacio support.

Sigrika

blog-image-WutheringWaves_Article_TierList_EN010

Sigrika is a completely unique DPS unit whose entire kit is built around Echo Skill DMG rather than standard attack types. Every single one of her abilities, including Basic Attacks, Heavy Attacks, her Forte Skill, and her Resonance Liberation, all scale off this damage type. She has some of the highest raw multipliers in the game and brings strong crowd control through a Heavy Attack that pulls enemies together, making her especially effective in Whimpering Wastes.

The trade-off is that her performance depends heavily on having Qiuyuan in the team, as she is currently the only character who specifically buffs Echo Skill DMG in a meaningful way.

Phoebe

blog-image-WutheringWaves_Article_TierList_EN011

Phoebe is a Spectro sub-DPS who provides reliable off-field damage and works as a flexible option in a wide range of team compositions. Her kit depletes enemy Vibration Strength effectively, which helps set up conditions for other team members to deal amplified damage. Phoebe pairs well with strong main DPS options like Jinhsi and Camellya, fitting comfortably into teams that need consistent elemental pressure without demanding a specific supporting partner.

While she does not dominate the current meta the way the S-tier picks do, she is a solid and dependable choice for players who want a Spectro unit without heavy team building restrictions.

B Tier Characters

Let’s look at all of the characters in this tier:

Camellya

blog-image-WutheringWaves_Article_TierList_EN012

Camellya is an aerial Havoc DPS known for her acrobatic combat style and strong sustained AoE damage output. She switches between Vine and Super Vine modes during her rotation, with a signature spinning attack at the heart of her combo sequence. Her rotations are long and technical, rewarding players who invest the time to master her timing and mode transitions.

While power creep from newer Version 3.0 and higher characters has pushed her to the B tier in version 3.4, she is far from useless. Optimized Echo setups and proper support from Roccia and Shorekeeper still allow her to clear endgame content at a high level.

Roccia

blog-image-WutheringWaves_Article_TierList_EN013

Roccia is a Havoc support character designed specifically to enhance Havoc DPS units, with Camellya being her most natural partner. Her Forte system generates Concerto Energy through slam attacks, while her Resonance Liberation provides the entire team with up to 200 ATK scaled from her own Crit Rate, making that stat an important investment on her build.

Roccia also brings a vortex skill that clusters enemies together, which dramatically improves the effectiveness of AoE rotations in multi-target content. Roccia does not bring universal buffing the way top support picks do, but inside a dedicated Havoc team she adds real damage and strong crowd control value.

Zhezhi

blog-image-WutheringWaves_Article_TierList_EN014

Zhezhi is a Glacio sub-DPS who works largely from off-field, using summons called Inklit Spirits to deal coordinated attack damage while the main DPS holds the field. Her Outro Skill provides Glacio DMG and Resonance Skill DMG amplification to the next character she swaps into, which makes her the ideal partner for Carlotta in particular. Her Forte Gauge builds through Basic Attacks and Intro Skills, and she can teleport to placed Phantasmic Imprints to reposition and continue her attack sequence.

While Zhezhi has fallen slightly in value compared to newer support options, she remains a strong pick inside the Carlotta team composition specifically.
